To sell SRP lots before 2015 end

THE Cebu City Government’s committee on awards aims to completely dispose 45.2 hectares at the South Road Properties (SRP) on or before November.

The pronouncement came a day after the City Council gave Mayor Michael Rama the authority to negotiate and dispose SRP lots through public bidding.

Committee on awards chief and former city councilor Jose Daluz III, in an interview, said they will already convene next week.

“We will layout starting next week the procedures in the bidding of the SRP lots. Once finished, we will start the bidding procedure. This is like a pre-bidding conference,” he told Sun.Star Cebu.

The committee on awards, Daluz said, is composed of the City Treasurer’s Office, the City Accounting Office, the City Budget Office, the City Legal Office, General Services Office and the technical working group headed by lawyer Ferdinand Cañete. Cañete is the head of the City Assessor’s Office.

Daluz said they will be inviting in the pre-bidding conference the two appointed observers of the council, Councilors Alvin Dizon and Sisinio Andales, as well as a representative from the Commission on Audit and the SRP Management Office headed by Roberto Varquez.

Daluz said they aim to award the SRP lots within 60 to 90 days.

The lots that will be disposed are the 26-hectare property where the templete of San Pedro Calungsod stands and the nearby property covering 19.2 hectares.

So far, there are already four companies who have expressed interest to buy the subject properties. They are SM Prime Holdings Inc., Filinvest Land Inc., Robinsons Land and Megaworld Corp.

Based on the resolution authorizing the mayor to sell SRP lots, those who can join the bidding are corporations in the country with a total asset of P25 billion in their 2012 financial statement.

They should also have at least five years of experience in building mixed use projects consisting of 300,000 sq.m. and 200,000 sq.m. of commercial or office space and 100,000 sq. m. dedicated to residential use.

Also, they should have been engaged in real estate development for a minimum of five years.

Heartwarming

In a related development, Rama yesterday said the authority given to him by the council to sell some of the SRP lots is “very heartwarming” and means “victory” for the constituents of the city.

He thanked the four councilors allied with the Bando Osmeña Pundok Kauswagan (BOPK) for supporting the move to sell SRP. They are Councilors Gerardo Carillo, Noel Wenceslao, Richard Osmeña and Roberto Cabarrubias.

He hopes, though, that he will have the support of more BOPK councilors before 2014 ends.

Before flying to Manila yesterday afternoon, the mayor also said he is ready to accept any member of the BOPK who wants to jump to Team Rama.

Rama yesterday went to Manila to meet with Vice President Jejomar Binay to discuss preparations for the 2016 elections and gave him update on the current political landscape of the city.

Team Rama is an ally of the United Nationalist Alliance headed by Binay.
