PDEA makes ‘first’ apprehension of potent new drug

THE Philippine Drug Enforcement Agency (PDEA) 7 arrested two men who were allegedly selling a potent new drug called “fly high,” confiscating 67 capsules. This is reportedly the agency’s first confiscation of the drug in Cebu City.

Arrested in the buy-bust last Thursday night were Jose Rafael Dizon and Richard Tan.

They were apprehended in a fast-food chain in Barangay Lahug, Cebu City at 7:30 p.m. after transacting with a PDEA 7 decoy.

Out of the 67 capsules seized from the suspects, 57 had fly high contents while the other 11 capsules reportedly contained shabu, based on the Philippine National Police Crime Laboratory results.

The illegal drugs reportedly amounted to P100,000.

The PDEA 7 earlier disseminated information about the harmful effects of fly high, which was speculated to be circulating among bars and clubs.

According to PDEA 7, “fly high” also known as “party” or “superman” has harmful effects on the user, which lasts up to four days. The user will not be able to sleep and will lose appetite. For male users, they will have a constant drive for sex. Like other illegal drugs, an overdose may cause the user’s death.

With the confiscation of fly high drugs in Cebu, PDEA 7 Intelligence Officer Mark Maramba said they are already monitoring areas where the drug may be in circulation.

But he declined to give more information.

Maramba said that Dizon and Tan were placed under surveillance since March.

“Dugay namo silang gi-surveillance because we wanted to make sure that they are indeed selling this drug,” said Maramba in a phone interview.

Dizon is reportedly a call center agent, while Tan is reportedly a technician.

Based on the PNP Crime Lab results, the 56 suspected fly high capsules confiscated from the two suspects reportedly contained methamphetamine hydrochloride (shabu) and Sildenafil, a drug used to treat erectile dysfunction.

During last Thursday’s buy-bust, Tan and Dizon transacted with a PDEA 7 agent. The black and red-colored capsule were reportedly sold at P1,500 each. When the two handed over the capsules, they were then arrested. There was also no resistance during the arrest.

Maramba said the two arrested suspects did not give information on where they got the illegal drugs.

Dizon and Tan will be facing charges of RA 9165 or the Comprehensive Dangerous Drug Act of 2002. They are currently detained at the PDEA 7 detention cell.
