Capitol awards loyal equipment operator

THE Cebu Provincial Government awarded yesterday its most loyal employee.

Danilo Rama Villareal, 63, was the youngest employee when he started working at the Capitol in 1970. He was 19 and received P6 a day for his work as sand and gravel activity checker.

For his 44 years of service, Villareal received a certificate and a personalized key chain.

Villareal told Sun.Star Cebu that his father, a body guard of then governor Osmundo Rama, helped him get the position.

He recalled that few people wanted to work at the Capitol because of the low pay. He said he received his salary four times a year because the Provincial Board at that time convened only once every quarter.

Highway

Despite this, he continued to serve the Capitol and became a regular employee in 1974 as a laborer. He was a heavy equipment operator.

He said he was among those who constructed the Transcentral Highway under the administration of governor Lito Osmeña.

“It felt like playing to operate the payloader truck,” Villareal said in Cebuano.

He said that because of his skill, he got job offers with better pay from a mining company and construction companies but he refused to leave the Capitol.

“As a public servant, enjoy ko sa akong trabaho... love gyud nako akong trabaho (I enjoy doing my job. I love my job),” he said.

Change

Villareal said changes in leadership sometimes meant new policies but he did not let it affect his performance.

Aside from Rama and Osmeña, he served in the administration of governors Eduardo Gullas, Vicente “Tingting” de la Serna, and Pablo and Gwendolyn Garcia.

“Di man ko mausab kung lain na og governor. Trabaho ni ako, way personalan ni (I don’t let the change of leadership affect my work. I just do my job),” he said.

The Capitol awarded 177 employees, who have served the Provincial Government for 25 years and more, as it celebrated its 445th Founding Anniversary. Of the 177 awardees, 167 were regular personnel and 10 were casual employees.

Capitol Human Resource Development Department head Noli Valencia, who is also an awardee for serving 30 years, said this was the first time that the Capitol gave recognition to loyal employees.

Other officials who were awarded were Provincial Assessor Alma Sibonga, Assistant Provincial Legal Officer Marino Martinquilla and Assistant Provincial Accountant Ramon Dumayac.
