Old trees ‘causing’ delay of project in Naga-Carcar

THE Department of Public Works and Highways (DWPH) 7 yesterday said the Naga-Carcar road widening project will be delayed further as engineers will have to find a way not to harm the trees found along the highway.

DPWH 7 Director Ador Canlas said a new design will have to be developed in consideration of the trees.

According to the project monitoring report of the DPWH as of July 31, 2014, the widening of the Natalio Bacalso Ave., from the City of Naga to Carcar City, is only .5 percent completed.

The project started in July 2014 and was supposed to be completed in January 2015.

Because the Department of Environment and Natural Resources (DENR) disallowed the cutting of old trees found along the highway, Canlas said work on the project is focused on widening bridges.

As some portions of the highway could no longer be widened because of the trees, Rep. Gerald Anthony Gullas (Cebu, first district) proposed that a portion of the 2015 budget for the project be realigned for the widening of the Talisay-Toledo Wharf Access Road.

Canlas pointed out, though, that the DPWH 2015 budget, including the proposed allocation of P88 million for the Naga-Carcar road widening project, is still being deliberated on in Congress.

Cebu Gov. Hilario Davide III supports the proposal to realign the budget but City of Naga Mayor Valdemar Chiong said he regrets to see the funds go somewhere else.

“We can’t do anything about it because we also have to look for alternative routes. But it’s also good that the money would go (to the improvement of) Manipis,” Chiong said.

He said, though, that the delays in the project could affect development in southern Cebu.

Davide said realigning the funds has its benefits. “There is wisdom in realigning the budget considering that landslides continue to threaten the Manipis road,” he added.

The Talisay-Toledo wharf access road will pass by Barangay Manipis in Talisay City.
