4 ‘volunteers’ face frustrated murder complaint

A MEMBER of the Barangay Intelligence Network (BIN) charged four men before the Office of the Provincial Prosecutor with allegedly trying to kill him in Barangay Hingatmonan, Balamban, Cebu.

Eliseo Barangan filed a frustrated murder complaint against Marlon Generale, Mario Canoy, Joel Apas and Roldan Gentapa.

Barangan said the four men belong to the town’s civilian volunteer organization (CVO).

Last Aug. 5, the complainant was riding his motorcycle when the CVO members allegedly ambushed him.

Motive

He survived the incident after he jumped off his motorcycle, rolled on the ground and took cover. He saw the armed respondents, who later backed off.

Barangan said Generale’s group is angry at him for testifying for PO3 Jose Baldicasa Jr., who was charged along with a BIN member with allegedly killing two persons and wounding three others in Barangay Nangka, Balamban last Feb. 7.

He said it was impossible for Baldicasa to be involved in the incident because they were having a drinking session that time.

Witnesses’ accounts

The casualties were Ernel Bucag, 21, and Rey Toong, 20, while the survivors were Rhembran Estan, 19, his cousin Clint Estan, 24, and Maynard Leonor.

Before the shooting incident, a police patrol car arrived after Balamban police received a report that there were noisy people playing an illegal card game.

When the patrol car arrived, it was pelted with rocks. The car retreated.

Two men later arrived on a motorcycle. The passenger alighted and opened fire at the victims.

National Bureau of Investigation (NBI) charged Baldicasa and BIN member Dennis Mancia with multiple murder and frustrated murder last June.

The testimony of Barangay Baliwagan, Balamban Councilor Alfonso Buot Jr. led them to the suspects.

Buot said Baldicasa called him about the stone-throwing incident. Later, he saw two motorcycles pass by him while he was waiting for tanods to conduct a patrol.

A blue Honda XRM (GJ-5764) was driven by its owner, Mancia. Baldicasa was reportedly his passenger.

The police officer wore a black jacket and brown short pants. He also carried a submachine gun in his right shoulder, said Buot.

The other motorcycle that Buot saw was a black Fury driven by Barangan with Boby Camson as his passenger.

Rhembran’s sworn statement said the gunman was wearing a black jacket and brown shorts, which matched Buot’s description of what Baldicasa was wearing.
