PRO 7 officials Derilo, Ylanan, Albotra, Siclot, Sanchez moved outside region

CAMP Crame transferred five Police Regional Office (PRO) 7 officials outside Central Visayas.

The reliefs of Superintendents Rex Derilo, George Ylanan, Rodolfo Albotra, Teofilo Siclot, and Marvin Sanchez followed the transfers of 29 cops to other units outside PRO 7.

Police Director General Ronald dela Rosa said they implemented the transfers to stop some officers who were reportedly engaged in illicit activities, including the illegal drug trade.

“To those policemen who were transferred to other regions, remember you swore to become a member of the Philippine National Police, willing to be assigned anywhere in the Philippines. You didn’t swear that you would only be willing to be assigned in Cebu City,” dela Rosa said in Cebuano last Monday during his command visit at the PRO 7.

Clearing doubts

Derilo and Ylanan were part of the PRO 7 team that killed suspected drug lord Jeffrey “Jaguar” Diaz in Las Piñas City last June 17. Derilo was then the Regional Intelligence Division chief, while Ylanan was the Regional Special Operations Group (Rsog) head.

Chief Supt. Noli Taliño, PRO 7 director, said the transfers of Derilo, Ylanan, Albotra, Siclot and Sanchez have nothing to do with the illegal drug trade, adding that Camp Crame is implementing a major revamp.

“As the PNP chief said, we need to clear doubts. I’m not saying those relieved officers are involved in illegal drugs trade. We just need to fix the organization,” he told reporters yesterday.

One of the officials, who requested anonymity, said politics played a big part in their relief, adding that One Cebu Party requested their transfer before the elections.

The party headed by the Garcias wanted then provincial police director Senior Supt. Clifford Gairanod, Sanchez, Ylanan, Derilo, and Albotra to be assigned outside Cebu.

Senior Supt. Renato Dugan, PRO 7 personnel division chief, said Derilo and Ylanan were transferred to PRO 9 (Zamboanga Peninsula) and PRO 10 (Northern Mindanao), respectively.

Albotra was chief of the Cebu Provincial Police Office-Provincial Intelligence Branch, which was responsible for the arrests of pushers under the Limpyo Probinsya program of the Cebu Provincial Government and PO1 Ian Patrick Carvellida, who was in a drug den in Pinamungajan last April.

The police official will report to PRO Caraga.

For Siclot, he was relieved from the Regional Special Services Group and was transferred to PRO 2 (Cagayan Valley).

Sanchez was ordered to report to PRO Cordillera, after he was relieved from the Firearms, Explosives, Security Agencies and Guards Supervision 7.

Some parts of northern Luzon and Mindanao are hotspots of rebels.

Last week, Taliño ordered the relief of 14 officers from the Regional Anti-Illegal Drugs Special Operations Task Group and 53 from the Rsog.

Before his transfer to PRO 9, Derilo was appointed to lead the PRO 7’s Regional Logistics Division.

Meanwhile, Taliño said the relief of 75 police stations chiefs is final. Their relief stems from their failure to arrest majority of drug pushers in their areas.

These officers will be rotated within Central Visayas.

Camp Crame required all police stations to submit their list of top 10 drug personalities in their jurisdictions. Then the chiefs were instructed to capture 50 percent of their targets in six months.
