Bzzzzz: Tomas-Dino feud may reach Duterte

LOOKS like the feud between Cebu City Mayor Tomas Osmeña and the Presidential Assistant for the Visayas Mike Dino may go up to President Duterte, and no longer as an occasion for a presidential joke.

Tomas says he’ll take up with Duterte the alleged blocking by the president’s “deputies” of the mayor’s moves against BDO. He also complains that a prosecutor has been yanked out of the case and Dino allegedly said the mayor is “worse than a terrorist.”

Where are our congressmen and congresswomen?

The House, under its calendar for the first session of the 17th Congress, is adjourned from June 3 to July 23. Their “vacations” are spent visiting their constituents, going on holiday trips, or just holing in somewhere. If their constituents don’t see them, they must be travelling or hiding.

One congressman joined Cebu City Mayor Tomas Osmeña to sister-city Harlemmermeer. The legislator could call it part-work because the group got donations and projects for the city. He could share in the credit of having helped secure them.

P.S. Broadcaster Eric Manait complains he can’t understand what the legislator is talking about in his Facebook site. Was that Dutch?

13 Deputy speakers

There used to be only six deputy speakers and even then some of them complained there were too many of them to make the position powerful and distinguished enough.

Under the Alvarez-Fariñas rule in the House, the six ballooned to 14 (now only 13 with the removal of Rep. Gloria Macapagal-Arroyo after she voted “no” on the death penalty bill last March.) The increase in number is supposed to prepare the assembly for a federal form of legislature (“to test federalism waters”).

Cebu’s Rep. Gwen Garcia is one of the six remaining women deputy speakers. A DS is considered the second highest ranking official in the House; each of the 13 is.

One DS will preside if the speaker is absent or chooses not to preside even when he is present. By majority vote or lot, a DS may be picked in case of vacancy, temporary or permanent, to serve until the speaker returns or a new speaker is elected as the case may be.
