‘NO-EL’ TALK. Senate President Aquilino Pimentel III has set afloat the balloon that’s sure to keep the rumor mill buzzing: more years of Duterte rule after his term expires in 2022.

How? By the conversion of the present form of government into federalism. Duterte will fill the “vaccuum” of leadership during transition.

Koko Pimentel has set three conditions (see side item), all of which can be reduced to one: if Duterte wants it.

Already, it has off the rumor mill buzzing, including this: Will there be no-el (no elections) in 2019? If Duterte could pull it off, he’d succeed where at least three past presidents before him had failed: term extension.

Interest in Sonny

WHERE ONE EARTH IS SONNY? Suspended Toledo City Mayor John “Sonny” Osmeña hasn’t been heard from or seen publicly since his suspension last August. Last September, he filed a leave of absence, which Gov. Junjun Davide approved, from Sept. 15 to Oct. 15 as he was then reportedly bound for a trip in Europe, then to the United States.

It was curious, that leave of absence. Why the need for that when a few weeks before the leave he was already forcibly given by the Ombudsman a one-year “vacation” from his office because of the suspension order?

Curioser was who gave him legal advice to refuse paying the P17-million tax share owed to a barangay, for which he was charged with and found guilty of grave abuse of authority and corruption.

Who rules Toledo?

During suspended Mayor Sonny’s absence, Vice Mayor Antonio Yapha Jr., a Liberal Party member, manages City Hall. Acting vice mayor is #1 City Councilor Marjorie “Joie” Perales who belongs to Sonny’s Team Alagad as do all the other councilors except for one from One Cebu.

While Yapha is an LP, he had been a close ally of Sonny until the election campaign when he chose to stick it out with the LP and not join Osmeña’s alliance with Rep. Gwen Garcia and One Cebu. (Actually, in Sonny’s COC, he was listed as an independent.)

Sonny and presumably his Team Alagad members chose not to join in last November’s mass defection of Cebu mayors and other public officials to PDP-Laban. It’s not known if Yapha defected to the ruling party.
