FORMER Supreme Court chief justice Hilario Davide Jr., Cebu’s own, yesterday repeated before the Senate committee on constitutional amendments and revision of codes what he had said earlier about amending the Constitution to shift to a federal government.
It would be, the retired chief justice, said: 1.) a “lethal experiment,” 2.) a “fatal leap,” 3.) a “plunge to death,” and a 4.) “leap to hell.”
Three references to death and one citation of hell. Is there a deadlier and more damning warning? Jun Davide is even more emphatic than the biblical hell and brimstone variety.

SPECIFICS ON BAN. “Liquor ban is liquor ban,” Cebu City Mayor Tomas Osmeña said. So the 300-meter radius within which no liquor shall be sold from 6 a.m. Sunday, Jan. 21 to 6 a.m. Monday. Jan. 22 shall be absolute. It includes room service and inside restaurants, he said.
Meaning, the hotel or restaurant cannot sell hard drinks even inside a hotel room or a restaurant. Anyone, Filipino or foreigner, caught “violating the policy” will be arrested for “unruly behavior.”

The exact text of the ban has not been put into writing or if it has, it hasn’t been publicized. And is it just an executive order or a new City Council ordinance? The old ordinance was not as stringent.
The city’s official website does not carry the full text of the liquor ban. “Latest” posts dated Jan. 12 carried two Sinulog stories: the kick-off ceremony and the advice of the public services department: “Don’t litter!”
“Ban is a ban”
NOT IF IT’S BRIEF. “Liquor ban is liquor ban,” Mayor Tomas says so. But he corrects media when news reports refer to the prohibition on high-rise buildings in the city as a ban. So a liquor ban is a ban but a high-rise building ban is not a ban?
The mayor’s reason: prohibition on tall buildings is only for a brief period and temporary. But the liquor ban is just for 24 hours or a day or so: from 6 a.m. Jan. 21 to 6 a.m. Jan. 22, while the tall-buildings’ ban will run for at least six months.
