THE Land Transportation Office (LTO) 7 yesterday said school buses and car pooling businesses are required to get franchises from the Land Transportation Franchising and Regulatory Board (LTFRB).

Those without franchises will be apprehended starting next week.

LTO 7 Operations Officer Aden Belza said that once caught illegally operating without a franchise, a school service vehicle will be fined P6,000 plus P1,500 per day as impounding fee.

Aside from the fines, the LTO will automatically suspend the registration of the vehicle and license of the driver for three months.

Belza said they are asking the public not to patronize colorum school service vehicles or those without the required papers.

The LTO earlier said some schools use private vehicles as school buses and charge students and their parents exorbitant fees.

A few years ago, Cebu City Councilor Edgar Labella filed a resolution urging LTFRB to regulate school service vehicles to protect students and parents and to guard against excessive fees.

Labella also wanted to see to it that pupils and students who will ride the school bus or carpool service are safe.

He cited a section of the Cebu City Traffic Code that requires the installation of safety gadgets on all forms of school conveyances.

Among the safety accessories provided for by the City Traffic Code are window grills, adequate ventilation, locks and seatbelts.
