COMELEC Resolution 9739 requires barangays to give P10,000 to help fund the Oct. 28 barangay elections as funds Congress allotted for the upcoming polls are insufficient to defray necessary expenses.
See, Congress should have simply postponed the barangay elections for lack of funds.
Barangays, in effect, are now paying for their own elections. And they don’t even have any pork barrel.
Cebu City Mayor Michael Rama was miffed by Comelec’s order collecting P10,000 from barangays, saying the poll body should not hold barangay elections without a budget.
“Di sila magtuga-tugag buhat og election unya wala diay kwarta (They shouldn’t think of conducting an election when they don’t have money),” Rama said.
That’s precisely the reason Comelec is asking money from the barangays.
Mayor Mike Rama said he will include P16 million in the proposed second supplemental budget for the barangays’ contribution for the barangay elections.
He can only hope the BOPK-dominated city council would immediately approve the supplemental budget.
Otherwise, barangays led by both Team Rama and BOPK allies would all face sanctions
Cebu Provincial Election Officer Ferdinand Gujilde said election officers are disseminating demand letters to barangays that have yet to give their contribution for the barangay polls.
“This is without prejudice to proper administrative action like disqualification to hold public office and other crimes for which the local government official or person concerned may be liable for,” a part of the demand letter read.
The demand letter should have simply said, “Pay up or else.”
