THE Cebu-based Coalition Against the Pork Barrel System said former Supreme Court Chief Justice Reynato Puno doesn’t have the correct information about the people’s initiative they launched in Cebu.
Puno said the signature campaign was the wrong way because collection of signatures shouldn’t be the first step in the initiative.
But coalition convenor Marc Canton said they have not yet started rhe signature drive for the peoples’ initiative.
So there are two initiatives against the pork barrel – the coalition’s signature campaign to show people’s clamor for the abolition of the pork barrel and the proposed people’s initiative to legislate the abolition of the pork barrel.
Puno said the Cebu group should first draft the rationale of the people’s initiative in a form of proposition.
He called for a people’s congress and invite legal and academic experts with no political agenda to draft a law that will abolish the pork barrel before presenting it to the public.
The proposition or the draft law is the one which will be endorsed by the Commission on Elections (Comelec) for a referendum by the people.
A people’s initiative simply means the people have lost trust on Congress that it could abolish the pork barrel.
Cebu Gov. Hilario Davide III has approved the seven-day study-tour program on drug rehabilitation in New York, USA for 10 Cebu Provincial Board Members.
The program, which will be held on Nov. 10 to Nov. 16, is on “therapeutic community workshop” on drug rehabilitation.
The provincial government will spend for the round-trip ticket and seminar fee of $1,500 each for PB Members Peter Calderon, Jude Sybico, Julian Daan, Raul Alcoseba, Grecilda Sanchez, Joven Mondigo, Sun Shimura, Miguel Magpale, Arleigh Sitoy and Wilyamie Caminero.
