WHEN ONE declares his honesty, there must be, or he must think there is, someone accusing him of theft.
No accusation was ever made against President Noynoy Aquino that he stole money. He has been accused of vindictiveness, laziness ("Noynoying"), and wrong public display of emotion (Hong Kongers still fuming over his televised smile during the 2010 Luneta hostage-taking). But not of theft, not yet.
It must be questions about DAP or Disbursement Acceleration Program, lump sums he has used to rev up the economy. PNoy resents that DAP is placed in the same mold as Congress's PDAF or Priority Development Assistance Fund, arguing that DAP is not pork barrel and hasn't been plundered as PDAF was.
DAP is no pork barrel? That depends on what "pork" means. Many Pinoys see "pork" as entitlement, when lawmaker or president controls spending even if he doesn't do it himself.
Not just theft
And true, there's no scandal yet about DAP funds, there's some smell, after it was disclosed that millions of pesos were released to senators allegedly to help convict then Supreme Court chief justice Renato Corona.
The issue is no longer just theft although it started as that. There's also the issue of constitutionality, which isn't just academic or theoretical but as real as can be, now that it’s pending before the high tribunal. It’s an issue that even many PNoy supporters don’t think can be ignored or obscured.
