FORMER Sambag 2 barangay councilor Lowell “Wingwing” Belarmino emailed to me his elation over the reelection of his brother, Caloy (Carl Stephen), as barangay captain of Sambag 2. Caloy was challenged by my ninang, Lydia Lorete, of Sitio Kawayan. Both claimed to have been supported by former Cebu City mayor Tomas Osmeña.
Caloy’s entire slate also made it. The slate includes Dondon Jagmoc, brother of Edwin Jagmoc, losing Team Rama candidate for councilor in the May elections, and Jonathan Bacon, brother of the now Manila-based former Cebu mediaman Jesse E.L. Bacon II. Both are identified with Team Rama although they ran under Caloy’s slate.
With the barangay elections over and the winners already proclaimed, all eyes are on the election of officers for the Association of Barangay Councils’ federation in the province and the Association of Barangay Council (ABC) in Cebu City.
The head of the federation of ABCs in the province automatically becomes ex-officio member of the Provincial Board. The ABC president in Cebu City joins the city council.
I feel sad for my good friend, Ribomapil “Joeyboy” Holganza Jr., who won a third term as barangay captain in Bawod, Bantayan (he was unopposed). Joeyboy currently sits as ex-officio member of the PB having been the FABC president in his previous terms as barangay captain.
He may have to give way to Celestino “Tining” Martinez III, who won the post of barangay captain of Cayang, Bogo City (he was also unopposed). He is with the Liberal Party (LP) and is being recommended to head the ABCs federation by party leader, Gov. Hilario Davide III.
But as they say, weder-weder lang. Joeyboy was FABC president and PB member under the administration of former governor Gwendolyn Garcia. Now is the time of the Davides, Duranos and Martinezes of the world.
In Cebu City, the battle for the presidency of the ABC would be interesting. The group of mayor Michael Rama has already claimed that it now has the majority of barangay captains in the city. But I think the margin is slim and that there will still be atug-of-war between Team Rama and Osmeña’s Bando Osmeña-Pundok Kauswagan (BOPK).
The current ABC head, Michael Ralota, will already be out of the picture. Who the BOPK will field for the ABC’s top post to replace Ralota, who is a party member, is still not known.
But Rama’s cousin, Basak San Nicolas Barangay Captain George Rama, has already mentioned five names as possible bets for ABC president for Team Rama. He identified them as Suba Barangay Captain Joel Sable, Tinago Barangay Captain Joel Garganera, Tisa Barangay Captain Philip Zafra, Ermita Barangay Captain Felicisimo Rupinta and Poblacion Pardo Barangay Captain Althea Lim.
Interestingly, a Sun.Star Cebu report yesterday said that aside from George, also expressing disinterest in running for the top ABC post were Punta Princesa Barangay Captain Jose Navarro, Zafra and Rupinta. That leaves Sable, Garganera and Lim as possible candidates.
I actually like Garganera and what he can do in a city council overwhelmingly dominated by the BOPK. He and Councilor Mary Ann de los Santos can ably bring up the positions of Team Rama on certain issues in a debate. Councilors like that are what Team Rama needs in the council.
But I am worried that Team Rama may settle for a party hardcore. Joel is with the Kugi Uswag Sugbo (Kusug), which allied with Rama in the May elections. If party loyalty is one of the criteria, then barangay captains like Lim, who ran for city councilor under Team Rama but lost, has an edge over Garganera.
