Ex-DENR 7 official faces formal probe before ombudsman-A A +A

The Ombudsman Visayas upgraded into a criminal case the fact-finding investigation for sexual harassment against Dioscoro Melana, former Protected Area, Wildlife and Coastal Management Zone Services regional technical director.
In the final evaluation report, the anti-graft office pointed out that Melana’s “squeezing, hugging and kissing” a former contractual employee constituted sexual harassment and acts of lasciviousness, which are punishable under Republic Act 7877, or Anti-Sexual Harassment Act, and Article 336 of the Revised Penal Code.
“These sexual acts and the adverse effects on complainant were caused by respondent who exercises moral ascendancy over her,” read the evaluation report.
Deputy Ombudsman Pelagio Apostol approved the evaluation report, dated March 3, 2013.
Melana was transferred to the DENR 9 in Pagadian City, Zamboanga del Sur.
Melana, in an affidavit, dated Dec. 22, 2009, denied the allegations, saying Katrina (not her real name) just wanted to get even with him for cutting short her casual employment contract.
He said he often reprimanded her “for her inefficiency, and for habitually sneaking out of the office during working hours.”
