SEN. Sergio Osme¤a III's criticism of President Noynoy Aquino last March 13 over Energy Secretary Jericho Petilla's handling of the energy crisis shook the nation: it came from a PNoy political ally and it was brutally harsh.
"Awful" is a strong word, more powerful than "bad" and synonymous with "terrifying, dreadful, appalling."
But it was flawed, as scored by PNoy's defenders and critics:
l It generalized, without specifying what made him a bad boss. Is PNoy tyrant, narcissist, or clueless? Does he micro-manage, think he knows everything, can't separate personal feelings from professional ones -- among a host of experts' indicators? PNoy refused to fire Petilla, which Serge advised. That apparently made the president an "awful" manager.
l It isolated the poor record on managing energy as sole basis for the "Failed" grade, ignoring PNoy's successes elsewhere in his governance.
l It questioned management style but accepted honesty without qualifying that it referred mostly to not being personally corrupt, not necessarily for decisions that to opponents were not candid and forthright. Was PNoy honest, said one critic, when he allegedly bribed the removal of the Supreme Court chief justice and made his candidates win in 2013 by "an unerring pattern of 60-30-10" even in opposition bailiwicks?
Serge fired a shotgun blast and results were messy and imprecise.
