Bureaucratic red tape

A SUPPLIER of sports uniforms for the Cebu City Government was dismayed by the bureaucratic red tape at City Hall. City Hall has a standing obligation to this supplier since 2012 and owes the latter P6 million.

Arlyn Ponce of Angel’s Sports complained that City Hall officials have been giving her the runaround every time she tries to collect payment.

She said she supplied uniforms to the City’s delegates for the Central Visayas Regional Athletic Association in 2012. She said the City has yet to settle its obligation despite her repeated demands.

The succeeding years up to last year she said she continued to supply uniforms to the City while City Hall played a deaf-ear to her collectibles. She mentioned some personalities in the local school board who ordered the materials, adding that Mayor Michael Rama signed all the purchase orders.

These same personalities are now washing their hands of the matter, she said. When they ordered it, they demanded that it should be rushed. But now that she is demanding payments, they would no longer honor their commitments, Ponce lamented.

Ponce also complained that she had a bad experience collecting payments from City Hall several years ago. Her papers would not move if no “under the table” was given to some personnel at the accounting division, she said. I don’t know if the mayor knows about the hanky-panky of some of his employees. I’m sure Mike will not tolerate such shenanigans.

It’s hard to deal with government, especially when it comes to collection. If you have no patience and enough resources, you will go bankrupt because it will take a long time before you can collect and some crooks will demand coin missions, Ponce said. She said she has been in business for quite a time and her clients include various local government units, even in other regions.

If you recall, a catering service filed a case against City Hall for failing to pay the complainant for food it supplied on election day. The food was distributed to teachers and policemen doing election duties. Oh, paging Mayor Mike, bayari intawon ni kay madaot ang image sa City Hall ani. Kana og wala pa mabangkaruta ang panudlanan sa dakbayan kay nahutdan na ra ba og supply sa gasolina kay walay ikabayad.

A group of physical therapy students from Cebu Doctors’ University, including my son, who was conducting a team building in a resort in San Remigio was victimized by a thief over the weekend.

The group had rented a room at the resort. After conducting their activity, they went swimming. When they returned to their room, their bags were already open and some of their personal belongings, including their high-end cellular phones, were missing.

The resort has a security guard but the latter failed to detect the entry or nab the thief. Was it an inside job? Are customers of this resort not safe from criminal elements? I hope management and town police will investigate the incident.
