Editorial: CCMC project’s next test-A A +A

THE decision to construct a new Cebu City Medical Center (CCMC) is turning out to be one of Mayor Michael Rama’s brightest ideas. It seems to be starting to pay dividends, that is, if pronouncements by some concerned groups and individuals won’t just stay in the realm of talk.
The most recent pronouncement was made by Dr. William Magee Jr., co-founder and chief executive officer of Operation Smile, which describes itself as an international children’s medical charity. Magee promised to use his organization’s reach and fund-raising experience to help in the construction of the hospital.
And he hit the nail on the head about the opportunity that the Cebu City Government grabbed and how this should be maximized by aiming high, which means building a hospital that is the best in the region or in the whole country.
“You are given a magic moment now. Why develop something that is same old, same old?
Something you had before. Why develop something that is average? You have been given the magic moment to develop the best,” he said.
Operation Smile is but one among the many that pledged support for the realization of the CCMC “dream.” Which should warm Rama’s heart considering that the national government seems hesitant to fund the medical facility’s construction, which is estimated to cost P1.5 billion.
But while it good to hear pledges of support especially from global entities, the realization of the CCMC “dream” is still very much dependent on the Cebu City Government, specifically the mayor.
It is not often that a government official is given a chance to leave a lasting legacy behind, so Rama should make sure that the construction of the hospital won’t be hampered by the same ineptness and corruption that usually hounds government projects.
The City has so far delivered on the first phase of project implementation, which was to demolish the structure cracked by last year’s earthquake and clear the area in preparation for the start of the construction phase. It is now in the process of bidding out the project.
This is an interesting stage because it is in the bidding process that controversies break out. Let us see if city government officials will pass this initial test.
