TODAY is the first week of the month-long celebration by Cebu Province of its 445th founding anniversary. The celebration’s theme is, “Pagtambayayong Lig-onon, Kalamboan Ipadayon” (“Strengthen our Cooperation, Continue our Development”).
This is an expression of faith and determination in the capability of the incumbent administration to lead the province to the right direction of growth and progress over the next decade.
It is said that “for accomplishing the targets at less cost and introducing systems improvements, the employees are granted a P15,000 bonus, the same amount that was given last year to each employee.”
In the same breath, it is also said that “the Capitol also granted P5,000 anniversary bonus, considering that the last granting of such bonus was in 2009.” This was announced by the governor during his state of the province talk.
Gov. Hilario Davide III, in his State of the Province Address (Sopa), noted: “We (also) grant P3,000 anniversary bonus for those in active service at least a year as of August 6.”
That makes a total of P18,000 the province will reward its employees for this year alone. In fact, it is said the provincial finance officer will immediately work on the supplementary budget that the Provincial Board will still have to pass.
The chief of the Human Resource Development revealed that there are 1,553 casual and regular employees of the province as of the end of July. They will qualify for this year’s anniversary bonus.
The grant was taken by the Capitol as a sort of manna from heaven, coaxing many of them to reportedly to exclaim: “Lipay na kaayo mi. At least makabayad na mi sa among utang. (We are overjoyed. At least, we can now pay our debts.) This was according to a staff man of PB member Alex Binghay.
In fact, the president of the Provincial Employees Association of Cebu (Peace) said that they are most grateful considering that additional goods were given on top of the cash amount. The Province raffled off 700 bags of assorted canned good, and 603 five-
kilo bags of rice.
But last year, the same amount of cash bonus was given.
The business of granting goodies for various reasons to workers of government has a touch of the political in it, regardless of how one looks at it. The governor, in 2012, granted for example a similar gift to the 2012 Capitol employees. I don’t know how the Capitol managed it, but it is said that the amount was P20,000.
The political play in on this regard is obvious. But for all intents and purposes, it is still the people’s cash at play.
It may be said that, in Governor Davide’s case, the circumstances is different because he based his acts on precedents, with such a reality being the mitigating circumstance, thus making his move less nakedly political.
The fact still remains that the touch of politics continues to be at play here. A case of the people being fried in their own fat.
