NOW the rest of the country will learn the secret of Cebu City Sports Commission’s (CCSC) success.
CCSC Chairman Edward Hayco, the brains behind the grassroots program and two Guinness World Record-setting campaigns, was invited by the Philippine Sports Commission (PSC) to speak at the Philippine Sports Commission-Local Government Unit Summit on Feb. 24 in Manila.

Hayco will speak in behalf of Cebu City Mayor Michael Rama before an estimated 1,000 sports leaders and government officials from the different parts of the country.
PSC has made CCSC’s grassroots sports program the blue-print for an “honest-to-goodness, genuine sports grassroots development program,” which was that brainchild of Hayco that was launched early last year.
Last September, PSC Chairman Ricardo Garcia and Mayor Rama signed a memorandum of understanding (MOU) to establish a grassroots sports development program in Cebu City.
Garcia also handed Rama a check worth P100,000 to support CCSC’s program.
Aside from that, PSC also assigned American beach volleyball coach Eric LeCain to train kids not only from Cebu City, but the entire region.
PSC considers the CCSC program as the best approach to grassroots sports development and has praised Hayco for brining sports to the barangay level, using volunteers and trainers who coach other potential volunteers and trainers.
The CCSC program covers 17 sports and has reached almost 80 barangays in the city.
In addition, PSC considered CCSC’s program as the best approach to sports development.
“It’s a great honor and pride for all the 800 volunteer athletes, teachers and coaches of Cebu who made the grassroots program a reality. Their contribution to nation-building through sports, their spirit of volunteerism, dedication and commitment to the program is deeply admirable,” said Hayco. “It’s a fulfilling and significant moment for the Cebu sports community to be a template and model for the national grassroots sports program.”
