ONE of the country’s top sports, billiards, has never been considered as a sport for the young people and has never been part of grassroots events organized by the Department of Education.
But the notion of being a sport for the common ‘tambay’ will now be changed as the sport, including futsal and wushu, will now be added in the list of events of the Palarong Pambansa.
Senate Bill 3377 was approved last Monday.
The bill, which was prepared by the Committee on Amateur Sports Competitiveness headed by Senators Antonio Trillanes IV and Francis Escudero, aims to institutionalize the conduct of the Palarong Pambansa.
“The bill seeks to institutionalize the Palarong Pambansa as the premier national sporting event of the country under the Department of Education (DepEd) as a venue for talent identification,” said the release.
It added that it seeks to strengthen DepEd’s program to make sure it will be held every year by providing the needed support like funding.
Cebu City Sports Commission and the city’s delegation head for the regional meet Central Visayas Regional Athletic Association Ricky Ballesteros said this move should have been done years ago.
“Karon pa na institutionalize ang Palaro nga dugay na kaayo na. Mao man unta na ang klarong grassroots sports development sa atong country.
They should have done this years ago. This event has been here since the 70s. Halos tanang national athletes gikan sa Palaro. This is long overdue,” said Ballesteros.
Among the more important features of the bill is Section 20 on appropriation.
“The bill provides that the amount currently appropriated in the General Appropriations Act (GAA) for the conduct of the Palarong Pambansa including pre-national Palaro activities under the DepED shall be allocated and utilized for the initial implementation of this Act. Thereafter, such amount as may be necessary for its continued implementation shall be included under the budget of the DepED in the annual GAA,” it says.
The bill also states that the Palaro will now strengthen the competition for athletes with disabilities. Currently, the event for PWD has goal ball, bocce and relay, shotput and relay and swimming events. More events will now be added into the Paralympic games.
A Palarong Pambansa Board will be created as well to be the lead policy-making and coordinating body for the preparation and conduct of the Palarong Pambansa and will include DepEd officials, the Philippine Sports Commission and DILG. (PR)
