MORE than 90 homeowners of Hillside Subdivision in Buhangin, Davao City have filed a protest before the City Council against officers of a homeowners association for harassment and unjust actions.
Homeowners of Hillside Subdivision have sought the assistance of City Councilor Danilo Dayanghirang against the officers of the Hillside Bajada Neighborhood Association (HBNA) for their unjust acts that "have caused them agony, inconvenience and embarrassment to the residents who are mostly ordinary people living in a socialized housing project."

In a letter to Dayanghirang dated November 4, homeowners of the Hillside Subdivision are questioning the construction of a guardhouse at the main entrance despite the subdivision having other entrances and several exits.
According to the letter, the guardhouse was constructed above the main water pipe of the subdivision, which is a violation of the city building code. A septic tank was also constructed beside the structure, endangering the main water pipe which is the source of potable water of the subdivision, the letter said.
The group is also protesting the issuance of car vehicles sticker for those entering the premises using the main entrance.
"A sign of 'No Sticker, No Entry' is prominently posted (at the main gate). As such, drivers need to surrender an identification card to be allowed entry even if you are a resident homeowner of the subdivision," the letter stated.
The group is also protesting the mandatory collection of a P50 monthly due without the mandate of the majority of the homeowners. The monthly dues are requisites before homeowners are issued purok clearances, GKK certificates, barangay clearances and vehicle stickers.
"The guardhouse, manned by Cafgu (Civilian Armed Forces Geographical Unit) personnel, has become a beerhouse where people eat, drink liquor and loiter anytime," the letter stated.
Copies of the letter were also furnished to the City Legal Office, Housing and Land Use Regulatory Board and other media outlets.

those complaining belong to the minority of the almost a thousand homeowners of the subdivision. the projects of the association were approved by the majority of the homeowners. i hope the city council will not waste taxpayers' money investigating this. the homeowners' association is also duly registered with SEC, and thus, its acts are within the bylaws and constitution approved by SEC.
