No more issuance of ICC stickers for helmets: DTI

THE Department of Trade and Industry (DTI) in Davao Region yesterday reiterated it is no longer issuing Import Commodity Clearance (ICC) stickers for motorcycle helmets.

The issuance of ICC stickers was pursuant to the implementation of the joint Administrative Order No. 1:2011 of the Department of Transportation and Communication (DOTC) and DTI, in consonance to Republic Act 10054 or the Helmet Law.

The DTI-Davao started the issuance of ICC stickers for motorcycle helmets in August last year. Such activity lasted until December 28, the last working day of the year.

Based on the preliminary data of DTI-Davao Region, the agency was able to release a total of 33,714 ICC stickers for helmets that passed the product standards during the said period.

In Davao City, close to 20,000 ICC stickers were issued.

"We attended to individual motorcycle owners until six in the evening of December 28. Although the issuance of ICC stickers to individual motorcycle owners ended in November, we still catered to them until the last working day of 2012," said DTI-Davao City Field Office director Teolulo T. Pasawa.

The Land Transportation Office (LTO) started this month the enforcement of the Helmet Act wherein helmets being used by motorcycle riders are inspected if such bear the ICC stickers.

Motorcycle owners and riders who are caught wearing helmets without the required ICC or Product Standards (for locally-made helmets) stickers shall pay P1,500 for the first offense, P3,000 for the second offense, and P5,000 for the third offense.
