SOME P22.8 million in rent, penalties, and surcharges are yet to be paid to the City Government of Davao City by delinquent stall renters at the city's public markets, an official said.

City Economic Enterprise (CEE) market operations coordinator Reynan Librado, who was guest in Thursday's I-Speak Forum held at the City Hall, said some of these unpaid accounts were accumulated from 2009 to 2012.

Based on records, the city has yet to collect P7.7 million at Bankerohan Public Market, P7.5 million at Agdao Public Market, P4.3 million at Toril Public Market, P2.7 million at Calinan Public Market and P600,000 at Mintal Public Market.

Librado also said that based on their inventory as of September 2013, they have issued 115 closure orders in Bankerohan, 40 in Agdao, 39 in Calinan, and 124 in Toril.

They are currently waiting for the report from the City Treasurer's Office (CTO) on those who have already paid their accounts and those who have yet to pay.

"These arrears were based on the July and August 2013 notice of delinquency the CTO gave us. In September, we started the inventory of arrears," Librado said.

He said a stall renter's debt to the city could go as much as P400,000 to as low as P6,000.

Librado said these accounts have to be settled before the market committee meeting of February.

"If they are not able to pay for their debt, their stores will be declared vacant and will be raffled to new applicants," he said.

Librado said there were already some store owners who have already either paid in full or partial. Librado said most of those who have already paid are coming from Bankerohan and Calinan.
