City government forms expanded peace council

DAVAO City Mayor Sara Duterte organized last week the City Peace and Order Council (CPOC) in line with the new provisions for its creation.

Through Executive Order (EO) 20, the membership of the CPOC was re-organized following MalacaƱang's order on its expansion.

CPOC is chaired and co-chaired by the mayor and vice mayor, respectively. The chief of the city police acts as the co-vice chair while the city director of the Department of Interior and Local Government acts as secretariat.

CPOC members include the City Council committee on peace and public safety, Office of the City Prosecutor; City Agriculturist's Office, Department of Public Works and Highways; City Social Services and Development Office, City Health Office, Department of Trade and Industry-Davao City Field Office, Department of Education-City Division Office, City Environment and Natural Resources Office, City Information Office, and three representatives from the private sector.

The mayor said the Task Force Davao was not included in the list of members of CPOC as this was not provided on the amended Executive Order of MalacaƱang covering the creation of CPOC.

The mayor said the current CPOC also has more members on local agencies in addressing societal concerns.

Among the matters discussed last week was creating a task force among the members of CPOC that will craft the guidelines for a performance-based mechanism to meet the police target of reducing the number of index and non-index crimes per month.

Duterte said a "reward system" should encourage the police to perform better.
The task force will consist of one representative of DCPO, City Prosecution Office, and CPOC secretariat.

DepEd Davao City education supervisor Helen Paguican was also ordered to conduct a study on the root cause in the commission of crimes.

Aspera said the DCPO has only 1,283 police officers in the city as compared to the population of 1.5 million.

"This means we have 1,300 people for every officer as against the ideal ratio of 1 is to 500," Aspera said. (Jade C. Zaldivar)
