Council okays 542 resolutions, 102 ordinances

DAVAO City Council has passed a total of 542 resolutions and 102 city ordinances, covering the period from July to December 2009.

A 132-page Semi-Annual Performance Report released by the office of the Secretary to the City Council showed that among the 102 ordinances, 80 pertain to general administration, 20 to social issues, one to miscellaneous, and one to economic.

Councilor Danilo Dayanghirang thanked his colleagues "for a job well done," in his privilege speech during Tuesday's session.

"The City Council has performed well in the last two quarters of 2009, and rest assured that the council will try to maintain or even enhance our performance as legislators as the 15th City Council ends," he said.

Dayanghirang also detailed 18 landmark legislations enacted in 2009 up to March 2010. Some of which are:

* The establishment of a Hearing Screening Program to all Infants authored by Councilor Angela Librado-Trinidad;

* Regulating motorcades within the territorial jurisdiction of the city by Councilor Bonifacio Militar;

* Establishing the Davao City parks systems, creating the parks system board by Councilor Susan Isabel Reta;

* Creating the Davao City Japanese Heritage Site Development Council by Councilor Rachel Zozobrado;

* Prohibiting spitting in public places and providing penalties for violations thereof authored by Councilor Samuel Bangoy;

* Renaming Tomas D. Monteverde Sr. Sports Complex (PTA Grounds) as People's Park by Dayanghirang;

* Banning the use, sale, and distribution of the sugar substitute sodium cyclamate or neotogen also known as "magic sugar" among all food establishments, vendors, and markets in the city authored by Councilor Pilar Braga;

* An ordinance for the proper harvesting, storage, and utilization of rainwater in the city by Councilor Leonardo Avila III;

* An ordinance improving the city's "Barbeque stick ordinance," which requires food outlets to cut off the sharp end of the stick for safe use, authored by Councilor Peter Laviña;

* Approving the Code of Ordinances of Davao City by Librado;

* An ordinance regulating the tourism industry of the city by Reta;

* An amendment to the ordinance requiring owners of commercial buildings whose building permits were issued pursuant to the provisions of the National Building Code, to provide sufficient lighting facilities at the parking lots of said buildings and the posting of security guards thereat, jointly authored by Councilors Ma. Belen Acosta, Dayanghirang, Nilo Abellera, Librado, and Myrna Dalodo-Ortiz;

* Creation of the Women Health Care Clinic of the city authored by Librado and Bangoy;

* Institutionalizing a barangay blood donation program in the city and promoting voluntary blood donation and for other purposes by Braga and Councilor Paolo Duterte;

* Providing for an ecological solid waste management by Avila;

* Establishing a septage and sewerage management system of the city by Avila; and

* Institutionalizing organic agriculture in the city and providing funds thereof by Councilor Conrado Baluran, Abellera, and Avila. (JCZ)
