DAVAO City Mayor Rodrigo Duterte has approved the inclusion of the youth in the composition of the Inter-Agency Monitoring and Evaluation Task Force (IMTF).
Executive Order 14 (EO 14) amends Section 2 of EO 12 Series of 2006, an order which created IMTF on the functionality of the barangay council for the protecion of children.
EO 12 series of 2006 was issued on May 29 pursuant to Department of Interior and Local Government (DILG) Memorandum Circular 2005-07.

The City's IMTF shall now be composed of the DILG city director as chair, City Social Services and Development Office (CSSDO) chief as co-chair, members are City Planning and Development Office coordinator, and City Health Office chief.
The amended Section 2 will add as members the Youth Council president, Local Civil Registrar's Office, representative from Department of Education Division Office, representative from Liga ng mga Barangay, representative from Chaplaincy Office, representative from the Academe, and the Kabataan Consortium. Member agencies will name their respective representatives to the IMTF and designate their permanent alternates as well.
From the members of previous IMTF, the Association of Barangay Captains (ABC) president, Barangay and Cultural Communities Affairs Division, and non-government organization Archdiocesan Action Center will be removed. IMTF will remain as the city's response to several laws enacted nationally and locally to protect the rights of the children.
This includes Article XV of the 1987 Philippine Constitution which provides the State shall defend "the right of children to assistance, including proper care and nutrition, special protection from all forms of neglect, abuse, cruelty, exploitation, and other conditions prejudicial to their development."
A district level task force will be formed composing of the IMTF counterparts to ensure efficient and effective implementation and monitoring of Barangay Council for the Protection of Children programs and activities.
