A COMPLAINT from the homeowners of Hillside Subdivision in Buhangin, Davao City has been given attention by the Davao City Council.
City Council floor leader Danilo Dayanghirang said Tuesday that the letter of complaint has been forwarded to its proper committee.

"A resolution was already filed and passed to the committee on housing, rural and urban development (chaired by City Councilor Arnolfo Cabling). There will be committee hearings on this which will be attended by the complainants and the respondent," Dayanghirang said in a phone interview.
More than 90 homeowners of Hillside Subdivision have sought the assistance of Dayanghirang against the officers of the Hillside Bajada Neighborhood Association (HBNA) for their unjust acts that "have caused them agony, inconvenience and embarrassment to the residents who are mostly ordinary people living in a socialized housing project."
Dayanghirang interpreted the problem as a misunderstanding among the homeowners of the subdivision.
"They (complainants) went to my office and I heard them out. Ang problema nito is wala sila nagsabtanay ba (there's misunderstanding here)," Dayanghirang said.
In a letter to Dayanghirang dated November 4, homeowners of the Hillside Subdivision are questioning the construction of a guardhouse at the main entrance despite the subdivision having other entrances and several exits.
According to the letter, the guardhouse was constructed above the main water pipe of the subdivision, which is a violation of the city building code. A septic tank was also constructed beside the structure, endangering the main water pipe, which is the source of potable water of the subdivision, the letter said.
Their complaints include the issuance of car vehicles sticker for those entering the premises using the main entrance, mandatory collection of P50 monthly due, and the misuse of the guardhouse.
"A sign of 'No Sticker, No Entry' is prominently posted (at the main gate). As such, drivers need to surrender an identification card to be allowed entry even if you are a resident homeowner of the subdivision," the letter stated.
A P50 monthly due is collected without the mandate of the majority of the homeowners. The monthly dues are requisites before homeowners are issued purok clearances, GKK certificates, barangay clearances and vehicle stickers.
"The guardhouse, manned by Cafgu (Civilian Armed Forces Geographical Unit) personnel, has become a beerhouse where people eat, drink liquor and loiter anytime," the letter stated. (JCZ)
