Book to feature Karlo as 'outstanding solon'

A COFFEE table book will soon be off-the-press featuring the 20 Most Outstanding Congressmen of the Philippines that included Davao City first district Representative Karlo B. Nograles.

This was revealed by Superbrands, a prestigious international branding and polling outfit that took the lead in the recent selection of outstanding members of the House of Representatives.

Nograles is just one of the two elected congressmen from Mindanao who made it to the elite circle. The other Mindanao congressman who landed in the Top 20 list is Congressman Rufus Rodriguez of Cagayan de Oro City.

Nograles and Rodriguez are both lawyers.

Founded by advertising executive Marcel Knobil in London in 1994, Superbrands conducted the search last year for the country's outstanding congressmen. The selection process was largely based on scientific polling. In each country that Superbrands operates, it elects a Superbrands Council usually comprised of industry experts and practitioners that selects the top brands and personalities under various categories.

Each participating country publishes its own Superbrands book. Other publications in the Superbrands stable include Business Superbrands, CoolBrands, Sport BrandLeaders and eSuperbrands. In the United States, their publications are called America's Greatest Brands.

Superbrands has noted that Nograles, only in his first term as congressman, was elected in the 15th Congress as House assistant majority leader. It also cited Nograles for authoring several measures approved on Third Reading, such as HB 4512, creating 3 additional branches of the Regional Trial Court in Davao City; HB 5977, creating the Philippine Trade Representative Office; and HB 6052, strengthening the Juvenile Justice System in the Philippines. He is also one of the co-authors of RA 10168 or the Terrorism Financing and Suppression Act of 2012 and HB 4575, encouraging corporate social responsibility.

Superbrands also said that "as a first term congressman, Nograles has focused on five priority areas of development, namely: education, health, livelihood, barangay electrification and infrastructure."
