Village chief sues councilor over privilege speech-A A +A

BARANGAY 76-A Bucana head Robert Olan-olan said Wednesday he filed four complaints against Councilor Jackson Reyes.
During Wednesday's Club 888 Forum at Marco Polo Hotel Davao, Olan-olan said he filed complaints of obstruction of justice, libel, violation of the anti-graft law and administrative case against Reyes before the Ombudsman, City Prosecution Office, City Council committee on ethics and good governance, and Public Law Enforcement Board.
This developed after Reyes, in his privilege speech on March 6, said Olan-olan allegedly harassed and illegally trespassed a private property, where the demolished public comfort room was previously built.
The property is reportedly owned by a certain Jeremias Tuba Cesar.
Olan-olan said the comfort room was a project funded by some students and employees of San Pedro College worth P45,171.
Olan-olan said the coastline area starting the front of Bucana barangay hall up to Times Beach was already declared a coastal park as per Barangay Resolution 274 series of 2008 and no one can claim it as a private land.
He said prior to the construction of the public comfort room, they received no complaints from Cesar. However, it was only after its completion when Cesar opposed and demolished the structure.
For his part, Reyes, in a phone interview, said he has nothing against the construction of the public comfort room for as long as the barangay asked permission before intruding into a private land.
"Naa koy mga picture sa damages (I have photos for the damages)," Reyes said.
Reyes added that he will not file charges against Olan-olan but the aggrieved party, namely Jeremias Tuba Cesar, Ronnie Butuan Cesar, Henry Cesar, Josie Butuan Cesar, Jean Butuan Cesar, Corazon Refulle, and a minor, will soon file charges against Olan-olan for abuse of power and authority, forcible entry and tresspassing, damage to property, destruction of private property, and illegal detention of minor, harassment and intimidation.
