Lad sued for solvent possession

A 19-YEAR-OLD lad was sued for possessing toluene, a water-insoluble liquid with the odor of a paint thinner, which he allegedly used as a solvent for sniffing.
Ricardo Pagas of Barangay 31-D was arrested and charged with violation of Presidential Decree 1619, otherwise known as Possession of Volatile Substance for Inhalation.
The respondent, assisted by a lawyer from Public Attorney's Office (PAO), opted to answer the charges against him in court. In his affidavit, Police Officer 3 Lendro Tutor said they were conducting a surveillance operation when he saw two suspicious-looking men on Artiaga street.
Upon seeing the policemen, the two men boarded a bicycle and sped off to Quezon Boulevard where they were cornered by responding police authorities.
Police arrested Pagas and freed the other youngster for being a minor. The City Prosecution Office recommended a P8,000 bail for Pagas' temporary liberty. (ANC)
