Next mayor has prerogative to retain city admin, CLO-A A +A

THE new mayor of Davao City, who will be elected in the 2013 elections, will have the discretion to retain or relieve department heads whose positions are co-terminus with the present administration.
This according to City Human Resources and Management Office (HRMO) chief Erwin P. Alparaque in reaction to speculations circulating around City Hall on what will happen to department heads appointed by Davao City Mayor Sara Duterte-Carpio.
Speaking in Thursday's I-Speak forum held at the City Hall, Alparaque said of the 19 departments of the City Hall, only two positions are co-terminus with mayor, these are the city administrator and the City Legal Office (CLO) chief.
At present, lawyers Zuleika Lopez and Usmundo Villanueva, are the present officers in charge of the City Administration Office and CLO, respectively.
Alparaque said these positions are based on trust and confidence of the the mayor to choose her/his own city administrator of legal officer.
The remaining 17 departments and offices under the City Hall career positions, according to Alparaque, are covered and protected by the Civil Service Commission (CSC) law.
Alparaque, however, said the new mayor may chose to retain these two officials.
"The new mayor can do any movement if he deems it necessary," Alparaque said adding that this only applies to the department heads of the two departments and all of the employees working on that office will retain.
"Dili gyud ka matangal unless naa kay gihimo nga datoan (You will never be fired unless you did something wrong)," he added.
To recall, Duterte-Carpio won't be seeking re-election for the upcoming 2013 midterm elections after she gave way for her father, Vice Mayor Rodrigo R. Duterte, who will run as a mayor.
