Duterte to Human rights commission head: Show me the law I violated

DAVAO CITY Vice Mayor Rodrigo R. Duterte on Sunday dared Commission on Human Rights (CHR) chief Loretta Ann Rosales to show him the law he violated when he offered a big cash reward for the head of "a very dangerous" fugitive.

In his television program "Gikan sa Masa, Para sa Masa" Sunday, Duterte said the P5 million reward for the head of carjacking syndicate leader Ryan "Baktin" Yu was put up because he is a fugitive of the law.

Rosales, in Friday's Punto por Punto of ABS-CBN's Umagang Kay Ganda, reacted to the bounty offered by Duterte, describing it as “barbaric”.


She said Yu has the right to due process.

But Duterte said the reward is just a measure "used by the government" to hasten the capture of a fugitive, like Yu, who is "very smart and very dangerous."

In fact, he said he is planning to add another P1 million to raise the reward money to P6 million for Yu's head.

"The police and military know that. Sa pag eskwela pa lang nila daan they were told to follow legal orders. The reward is a measure use by the government to fight criminalities. Kabalo sila daan ana na dili sila pwede mupatay na wala ni sukol ang suspect because that is already murder," Duterte said.

He said he did not see anything wrong with the reward, reiterating that it is legal since the authorities are looking for a heavily-armed fugitive.

"What makes it illegal… the reward. Dead or alive, that's legal," Duterte said.

"The reward is to end the hunt, an incentive para pangitaon gyud si Yu. But I didn't say he should be killed maski natulog pa na siya dira. No, it's not like that," Duterte said, as he challenged Rosales on the legality of putting up cash rewards on fugitives of the law.

"I can debate with you for eternity but give me the law that prevents the police from going after fugitives," he said.

"Ayaw kapuna ang gobyerno kay mainutil mi ngari (Don't make us impotent) to fight criminalities. Look at Manila. Do not do that in my city," he added.

Duterte has upped the ante in the search for Yu, P5 million if his head is handed over on ice. Information leading to his arrest will earn P2 million, while a dead Yu would have a P4 million reward. The vice mayor also offered P500,000 for information leading to the arrest of the Baktin members.

Duterte earlier said the offer is also open to police, military, Bureau of Immigration (BI), National Bureau of Investigation (NBI), bounty hunters, New People’s Army (NPA), Moro Islamic Liberation Front (MILF), and even to civilians who are interested of the reward.

Netizens’ support

Amid criticisms hurled against Duterte by the CHR, netizens are amenable to the P5 million reward for the head of wanted carnap gang leader Ryan "Baktin" Yu.

Duterte has upped the ante in the search for Yu -- P5 million in cash if Yu's head is handed over on ice.

"You can cut his head off, put it in ice to preserve it and present it before me before you can get the P5 million reward," Duterte said on Wednesday.

In a Facebook account, supposedly that of the vice mayor, a post reads: "I am offering P5 million reward for Davao carjacking syndicate boss Ryan "Baktin" Yu...Dead or Alive!!"

The post gathered 5,289 likes, 708 shares, and 655 comments, and still counting.

Though the page says it’s his official account, still, it has no guarantee that the vice mayor himself personally updates it.

Most of the comments posted on the Facebook wall supported Duterte's offer, which highlight the presentation of Yu's head before him, literally.

A certain John Henri B. Aniñon said, “Do it your way V-Mayor Rody Duterte! We support you all the way! Don't mind if the CHR will again react on this matter... Coz they only mind on applying what human rights are, they don't mind the rights of the people and the whole community against these criminals! They want due process? How long? Years? Century?"

"Napaka-swerte naman ng mga taga Davao na mayroon silang napakatapang at responsabling Mayor na Tulad ni Duterte, sana tularan sya ng lahat ng Mayors sa buong Pilipinas para wala nang mga Kriminals na nabubuhay pa....we salute you Vice Mayor Rudy Duterte.....sana dumami pa ang tulad mo," one Raymund C. Laochengco commented.

"Napanood ko ang balita dito sa TFC namin... tama si sir Duterte magkaka problema talga ang ulo ng carjaking, buti nga sa kanila,,, sana matuto na ang iba," Raniello Ramirez said.
