Councilman carries gun in session, arrested

OPERATIVES of San Pedro police and Criminal Investigation and Detection Group (CIDG) in Davao Region arrested a village official carrying a gun during a session in Barangay 76-A Bucana, Davao City Wednesday afternoon.

The CIDG identified the suspect as village councilman Alexander Locsin, of Phase 1, SIR New Matina.

In a report, CIDG said Locsin, together with Police Officer 3 Elizer Libay of San Pedro police, arrived first to attend their regular session at the barangay hall. Other village officials arrived shortly.

But before the session started, village chief Robert Olanolan ordered a body search on all members of the barangay council.

Police Officer 3 Libay then searched Locsin and recovered a .25 caliber pistol with 12 live ammunitions hidden inside his bag.

Olanolan then called the San Pedro Police, which responded and arrived in the area, along with CIDG operatives and made the arrest.

Further investigation revealed that Locsin has no permit to carry the confiscated firearm.

"Natingala ko nga nagdalag kauban si Locsin, unya pulis pa gyud. Nailhan man nako so wala nalang pud ko miangal kay maayo hinuon nga naay pulis sa session (I was surprised that Locsin brought along a police officer. I know the police officer so I didn't mind him since it is much better to have a police officer around in the session)," Olanolan told Sun.Star Superbalita.

Locsin, in a separate interview, said he had no bad intention in bringing a firearm during the session as he was only going to use it for self defense.

It can be recalled that Olanolan and Locsin had an argument earlier after the name of latter surfaced in the police’s list of suspected drug pushers.

The councilman was also reportedly involved in the killing of a summon officer in their barangay.

Locsin vehemently denied the allegations. He also said that the allegations against him have something to do with politics as he is set to face Olanolan in the coming barangay elections.

"This is because of politics. Olanolan wants to be unopposed during the barangay election, that is why he is accusing me," Locsin said.

Locsin is now facing charges for violation of the Commission on Elections-imposed gun ban.
