Council to deliberate Quitain appointment next session-A A +A

THE 17th City Council is set to deliberate the concurrence on the appointment of lawyer Melchor V. Quitain as the Davao City administrator during its regular session next week.
In a phone interview, majority floor leader Councilor Tomas Monteverde IV said they have received the Sept. 11 notice of City Hall signifying the urgent need of the Council to discuss the concurrence of Quitain.
Monteverde said the council is expected to "unanimously" vote for the concurrence of Quitain, who served as their mentor during the 16th and 17th City Council.
“As for me, he will always have my support,” he said.
He described Quitain as "very thorough" in terms of setting his responsibility as a public servant.
Quitain's duties have just started, as Davao City Mayor Rodrigo Duterte gave him a number of functions and broad powers that will take effect immediately.
The Executive Order (EO) 23, which was signed by Duterte on September 9, listed a total of 22 broad powers.
"Considering the magnitude of the functions and duties of the city mayor and the need to provide appropriate action to any/or all matters that require urgent, as well as quick pro-active responses, there is a need to delegate some of the inherent powers, functions and duties of the City Mayor to the City Administrator," read the EO 23.
Quitain announced his resignation from the City Council on Sept. 3 and assumed his post as city administrator on September 10.
Duterte personally picked Quitain as his city administrator.
"His (Duterte) mission is my vision. Consequently, his lead is mine to follow," Quitain said in his farewell speech to the City Council on September 3.
