Quitain awaits report on erring CTO workers-A A +A

DAVAO City administrator Melchor Quitain said he is yet to receive the report made by the City Legal Office (CLO) against eight erring employees of the City Treasurer's Office (CTO) this week.
"Anytime this week and I will make the proper recommendations," Quitain told reporters in an interview on the sideline of the regular City Council session on Tuesday.
Quitain said he has learned about the anomaly but the formal papers were not yet submitted to him.
Lawyer Marissa Marasigan-Torentera of the CLO said initial investigation of the CLO found cause against the employees on the complaint for grave misconduct and dishonesty.
The irregularity inside the CTO that the CLO has investigated is the P8 million unremitted taxes.
"I cannot say whether the recommendations will be against or for because I still have to receive the report," said Quitain whose appointment as the city administrator was unanimously concurred by the 17th City Council on Tuesday.
The City Council, on the other hand, is set to look into the alleged anomalies.
Councilor Diosdado Mahipus said there is a need for the council to conduct a separate investigation since as taxpayers, the council should also investigate where the people's taxes go.
Councilor Bonifacio Militar also said the council should also request the CLO to transmit the result of the probe before the council.
Should the report does not satisfy them then it would have to be forwarded to the appropriate committee for investigation, Militar said.
Quitain said a lot of reports about corruption in the City Government were lodged before his office after a week of assuming post.
"I am taking all these things one at a time because right now my focus is in the City Treasurer's Office because the report has already been made," he said.
Quitain also mentioned that the form of corruption that the two terminated job order (JO) employees committed was attempted bribery.
"The termination of the contracts for me is punishment enough," he said.
He said before ordering for the termination of the two on Thursday, September 12, he was able to speak with them.
"The moment I feel that you are guilty of attempted bribery, and I'm convinced that the evidence is very strong and you are the holder of a job contract, then the contract can be terminated anytime if there is no more trust and confidence between the two contracting parties," Quitain said.
"I have heard of so many stories (about the two) floating but that was confirmed by my source," he said, and was quick to add that "the person to whom they offered the bribe was the one who reported to me."
