Lacson: Remove lawmakers' role in PDAF implementation-A A +A

FORMER Senator Panfilo "Ping" Lacson, Sr. said that in order to avoid corruption like the pork barrel scam, discretion on the allotment and implementation of the Priority Development Assistance Fund or PDAF should be reduced or eliminated.
"It has been proven that the PDAF allocations were abused since there was so much discretion. We should reduce or eliminate the discretion of the lawmakers or anybody for that matter," said Lacson during the open forum after his keynote speech at the Davao City Chamber of Commerce and Industry Inc. 9th General Membership Meeting on Friday at the Marco Polo Hotel.
Lacson suggested that since the lawmakers are part of the policy-making body of the government, they should only be involved in the preparation of the budget also known as the budget call phase.
He said that this is the first phase wherein Malacañang would call for all stakeholders, department heads, senate president, majority leader, and finance chairman of both houses for a meeting to establish a framework and policy on how to tackle the budget for the following year.
Lacson also said that if the congressman or senator would say that his constituents will be needing funds, they could submit this on an individual basis.
He cited an example wherein they will provide medical funds to a certain government hospital.
"They will choose their choice of government hospital where they want to allocate their funds so that they will not have the discretion anymore for the funds that will be allocated," Lacson said.
Lacson is among the very few lawmakers who refused to have his own pork barrel.
