Duterte fears not only smuggled rice, but also 'shabu'

DAVAO City Mayor Rodrigo R. Duterte on Thursday revealed that his "greatest fear" about rice smuggling is the so-called "ride-on" of illegal drugs, indicating that container vans of smuggled rice may also contained "shabu".

Duterte explained that "ride-on" is the possibility of including sacks of shabu with texture as fine as powder in the rice shipment.

"That's the greatest fear, actually. That's the reason why suko kaayo ko anang rice smuggling because naay nisulod ngari, kay kanang ride-on. Tawag anang ride-on is singitan nila (That's why I am mad at rice smuggling because it has penetrated here. They call it ride-on),” he said in an interview at Almendras Gym on Thursday.

"Wala lang nako masulti ngano suko ko, aside from it is robbing us the money. Ang smuggled naay sulod nga ride-on nga shabu. Naay nisulod ngari karon sa Pilipinas. Kami ra nakabalo ana (I never told you about it before. That is the reason why I hate smuggling aside from the fact that is robbing us the money. There was something shipped here)," Duterte said.

He said there are loads of sacks of "shabu" that have been "distributed all over the Philippines."

Duterte said the signature “DNA of the shabu” is not made from the Philippines, but "it came from somewhere."

He said it has another process which is from another country, not even specified whether it is from Asia.

"Mas fine ang ilang texture. Powder gyud. Dili kanang crystals (Its texture is fine. Powder, not crystals)," the city mayor said.

"Lagyan mo nang isa, dalawa, o tatlong sako sa gitna. Wala gyud ta, inosente gyud ta. That’s the problem of smuggled goods," he added.

Thus, he said if he may suggest, the permit issued to cooperatives must be put to end.

"I-subsidize na lang na sila and make the NFA the sole importer of rice," he said.

"Cooperative ang naipit karon. It becomes a consignment na eh. Gikuha nila ang kwarta. Sila ang maoy mapriso. Kanan ang wala tan-awa sa (Commission on) Human Rights ug si (Department of Justice secretary Leila) De Lima," the visibly irked Duterte added.

Duterte, on February 3, testified before the Senate on rice smuggling.

Duterte was consistent to single out Davidson Bangayan, suspected to be as rice smuggler David Tan, as the “main player.”

He also publicly threatened to kill Bangayan.
