Rice aid for calamity victims gets council nod

THE 17th City Council approved on Tuesday on first reading a proposed agreement between the City Government of Davao and the National Food Authority on rice assistance for calamity victims through a grant of sale of rice on credit.

NFA provincial manager Felimon Cangrejo, in a letter addressed to Mayor Rodrigo Duterte, said one of the programs of the agency is to assist the local government units in times of calamities/emergencies via a grant of sale of rice on credit.

In a copy of the proposed Memorandum of Agreement (MOA), the city is obliged "to purchase rice on credit from the NFA committing their Calamity Fund to answer for any unpaid obligations to NFA."

It also states that the quantity of rice to be sold under the rice loan agreement will be based on the formal request and the purchase order signed by the City Mayor.

The price of the rice, the NFA said, will be at the NFA’s Consumer Price base on the existing selling price bulletin.

The NFA will also inspect the LGU’s relief operation centers to determine its compliance with the agreement.

The approved proposed MOA was referred to the committees on rules, privileges, laws and ordinances; and agriculture and food for committee hearing.
