Duterte: No funds for tenements

DAVAO City Mayor Rodrigo Duterte dismissed the proposal to set up tenement housing for the fire victims since the City Government of Davao does not have enough funds to finance it.

He said it could only be possible if the National Government decides to shut down Congress and allocate the million of funds for the congressmen to the victims who are still at the evacuation areas until the present time.

“Wala tay kwarta. Pero ug sirhan nimo ang Congress ug tanan tao gamiton nimo , ihatag nimo diri pwede na. Kana ba imo gyud buk-on ang sistema unya ihatag sa ilaha ang ilang kinahanglan (We do not have enough funds. It will only be possible if we close the Congress and get the salary from all the people here and give it all to them),” Duterte said during the Gikan sa Masa, Para sa Masa Sunday morning.

Duterte said the city could only provide them two housing options—a relocation site in Los Amigos, Tugbok District and the Isla Verde Building Back Package.

He said he plans to give another P10,000 to the affected residents for the other things they will be needing for their relocation.

He said he will also implement the “one family, one lot” policy for those who wish to go back to their former spaces.

“This time dili ko musugot nga isa ka pamilya dako ang kuhaon. One family, one lot. Matagaan ka lang ug decent space there. Walay makasulod lain diha kay gi-validate namo na. We allot it to everybody para walay samok (One family gets one lot, no one will get more. Each family will be given a decent space, no outsider can get a lot, we had the list validated. There is equal allotment so there will be no chaos),” he said.

Meanwhile, Task Force Isla Verde spokesman Leo Villareal said the Department of Education (DepEd)-Davao City has requested the City Government of Davao to pull out the residents who stay in evacuation centers, particularly in schools, and find for another place since the Brigada Eskwela is set on May 16. He said that the evacuees will all be moved out of the schools by May 15.

Villareal said they have been receiving complaints from school administrators regarding how the facilities are abused.

“Misumbong sila nga ang mga libro kuno gipang gamit na sugnod, unlan bale gihimo na nila ug ilahang kaugalingon. Tapos nag hangyo pud ang skwelahan kay ang kuryente pud daw, ang uban man gud naga octopus wiring na (We were told that books were made to light fires for cooking or were used as pillows. The evacuees acted as if they own what’s inside the classrooms. The school administrators were also requesting for us to look into how families are consuming electricity as many are already using octopus wirings),” he said.

As a result, Villareal said the Task Force Isla Verde plans to expedite the proposed tent city at the vicinity of the Task Force Davao headquarters at Sta. Ana Pier.

Aside from the housing concerns, Duterte also reiterated that he worries about the sanitation condition in the area.

Three children were reported to have died inside the evacuation centers, according to Villareal.

He said a sepsis case claimed the life of a four-year-old child who was temporarily billeted at Sunta Elementary School, and two mortality cases of measles (a seven-month-old and a two-year-old Badjao children)
were recorded at the evacuation center at Magsaysay Park.

“The danger of contamination is always there. That’s why the personnel of the City Health Office naa diha everyday (are there everyday),” he said.
