IN ORDER to address the need to prioritize the concerns of the Persons with Disabilities (PWDs), an executive order (EO) was signed by acting Davao City Mayor Paolo Duterte for the creation of the Interim Persons with Disabilities Office (IPDAO).
“The high number of PWDs considered as among the vulnerable sectors in the society that need the utmost attention from the government who should be afforded with favorable institutional environment to promote their general well-being,” Duterte said in his EO No. 34 which was signed last July 21.
This EO is pursuant to Republic Act (RA) No. 10070 or “Establishing institutional mechanism to ensure the implementation of programs and services for persons with disabilities in every province, city and municipality, amending RA no. 7277, otherwise known as the magna carta for disabled persons, as amended, and for other purposes.”
To make IPDAO immediately operational, according to the EO, the focal person or manpower compliment will be designated by the City Mayor while waiting for the passage of the ordinance for the official organizational set up.
The said office will be under the City Social Services Office (CSSDO).
One function of the IPDAO will be monitoring the implementation of the Batas Pambansa Blg. 344 or the Accessibility Law at the local level.
Priscilla Bula Rica, focal person of the Older Person and PWD Program under the CSSDO, said in an interview that they are still looking for an area to establish the physical office of the IPDAO so that it will be accessible to the PWDS.
But she added that they are looking forward for the office to be built within this year.
Funding for the IPDAO said the EO will be sourced from the Office of the City Mayor.
