New 10th ID chief assumes post

MAWAB, Compostela Valley -- Armed Forces of the Philippines (AFP) top intelligence officer Major General Eduardo M. Año has formally assumed his post as commander of the Army's 10th Infantry "Agila" Division at Camp Manuel T. Yan here on Friday.

Philippine Army's commanding general Lt. General Hernando Delfin Carmelo A. Iriberri administered the change of command ceremony.

Upon his assumption, Año ordered his troops to continue the Internal Peace and Security Plan (IPSP) Bayanihan campaign, which focuses on the welfare of the people, in their areas of responsibility.

This developed even as he vowed to pursue peace and development efforts in Davao Region and in some parts of Soccsksargen, where presence of communist rebels has been noted.

"The kind of approach I would like to do is to concentrate in the community. I want to reach out to the people. Rest assured that I'll make some adjustments the way our IPSP Bayanihan is being implemented. After all, ang mahalaga naman ay ang ating mga kababayan," Año said.

Año, who succeeded Major General Ariel B. Bernardo, said he will focus on the Oplan Bayanihan in his areas of responsibility. He also thanked Bernardo and the AFP for their full trust and support given to him. He added that he will not fail his predecessor.

Año also vowed to support the local government units (LGU) and stakeholders so that they can continue the economic development projects that they are doing on the countryside.

"I will give all my best to contribute to their total effort so that our people will be living in a very peaceful condition. Our main job here is really to pressure the Communist Party of the Philippines-New People's Army (CPP-NPA) to abandon the armed struggle," Año said.

"Hopefully we could force them (rebels) to go back to the negotiating table and have a peaceful solution of this [ongoing] armed struggle. Hindi naman kasi kailangan gumamit ng violence para sa pagbabago at ikauunlad ng ating komunidad," he added.

Iriberri, in a separate interview, confirmed that the AFP has high expectations on the new commander of the 10th ID.

He said he expects Año to do well as a former chief of the ISAFP: "He knows the security situation on the ground, and I expect him to hit the ground running."

"Kaya ko nasabi yan dahil kung meron man unit ng AFP ang nakakaalam sa security situation nationwide is ang ISAFP, because they collate and assist information. Hindi nabago sa kanya (Año) yan dahil alam na alam niya ang security situation ditto sa 10th Infantry Division. I know he will do his best," Iriberri said.

Quoting the AFP Public Affairs Office chief Lt. Colonel Ramon Zagala, he said they believed Año will bring with him a wealth of experience in running after the enemies of the state in his area of responsibility.

He added that the AFP is expecting Año will be able to deliver and defeat the rebels through his campaign.

The CCP has held Año and several other officials responsible for the 2007 abduction of a peasant activist Jonas Burgos, who is still missing until now.

Año, who was a colonel back then, was among those named in a complaint filed by the Burgos family.

But despite the official's pending case, Año was promoted in 2013 to brigadier general and appointed by President Benigno Aquino III as commander of the ISAFP.

Año was endorsed to major general from Brigadier General in February this year.
