DAVAO City Mayor Rodrigo Duterte said he is willing to give P5,000 to barangay personnel who can arrest a drug addict in their respective village.

Duterte was referring to the 850 newly-appointed barangay auxiliary who will be under the general supervision and control of the Davao City Police Office.

He said the auxiliary will have the same functions as barangay tanods
(village watchmen). Aside from monitoring drug users and peddlers, they will also be monitoring gang riots and robbery incidents, he said.

“Ang DCPO ang mag handle sa ilaha. So under sila sa akoa,” Duterte said.

“The station commander must know what your plans are for that night. Kung naay dakpunon, ipasa sa gyud niya sa station commander. Pero naa siyay bahin ana sa pagdakop. Mas maayo dakpon lang, ang mag dala ana police gyud,” he said.

The peace and order unit in each barangay was created by virtue of Executive Order No. 21 which provides that the unit shall be composed of not more than five members of barangays tanods.

Each tanod is entitled to a monthly honorarium of P6,000 chargeable against the peace and order fund of the city.

“Each member of the peace and order unit shall undergo stringent background check, rigid screening process and training to be conducted by the DCPO,” the EO reads.

“There is an imperative need to augment and strengthen the capability of each barangay in fighting criminality, in view of the proliferation and increasing menace of drugs, theft, illegal gambling and other crimes, petty or otherwise,” the EO states.
