REACHING out to constituents in hinterland areas does not require a public servant to ride on a luxurious vehicle because horses can take you better there.

This was the reaction of Davao City Mayor Rodrigo Duterte to city councilors who returned the brand new Toyota Avanza vehicles issued to them earlier this year because these proved to be unable to bring them to remote areas.

"Ginapugos nila sa bukid, eh (They use it to bring them to remote areas). You are not supposed to destroy government's property. Kay bisag ako diha ra ko kutob daplin sa dalan, nagakabayo na ko. Mas maayo kung kabayo kuhaon nila (I stop on the roadside and ride on a horse going up. They better use horses)," Duterte said.

Councilors allegedly returned the government-issued vehicles because it can hardly ascend to hinterland areas.

“Giingnan nako sila nga pag-abot sa bukid ayaw na pugson kay bisag kanang mga Toyota oras maigo na ug bato, guba na na. Dili ko mupalit ug sakyanan nga above P1 million. I am not ready to buy ug dili sila, eh di mag baktas sila (I told them not to force it as Toyotas break down when they hit rocks. I won't buy vehicles that cost over P1 million. If they don’t want these then they can walk),” Duterte said.

All members of the 17th Davao City Council, except Councilors Joanne Bonguyan-Quilos, Diosdado Mahipus, and Rene Elias Lopez, were given brand-new vehicles worth P690,000 each.

However, it was not clear yet as to who returned the vehicles. He said the returned vehicles might be assigned to tribal deputy mayors.

"If you are not ready to accept the motor vehicles, I am sorry. I am not ready to dish out millions and millions of the people's money to buy that. You can walk. Dili ko preparado kay ako mismo dili ko gapalit ug sakyanan. Usa ra gyud na akong sakyanan," Duterte said.
