DAVAO City Mayor Rodrigo Duterte hits back at Commissioner Etta Rosales of the Commission on Human Rights (CHR) after the latter said that Duterte shouldn’t have reacted to the slapping incident involving Quezon City Mayor Herbert Bautista and a suspected Chinese drug suspect.

Duterte said he has all the right to say what he wants and that Rosales has no moral authority to castigate him as she herself cannot explain why she is among those in the list of the alleged “Pork Barrel Scam” mastermind Janet Lim Napoles.

"‘Tong Rosales na ito. Dumaldal na naman. Whatever happens to my inherent right as a citizen of this republic and a Filipino, whatever happens to my right of speech, freedom of expression, tell her to shut up," he said.

“Do not criticize us because ikaw mismo yung pangalan mo lumabas sa listahan ni Napoles nag-cash advance, you do not have the moral authority to lecture on people. It is my constitutional right, maski hindi ako mayor, as citizen of the republic tama yung ginawa ni Herbert.”

Duterte said that what Rosales should busy herself with is to explain away her being among those who received huge amounts from Napoles, who is accused of squirreling off billions of pesos of government funds.

"Sabihin niyo na sabi ni mayor, wag niya pakikialaman ang mga salita dito, ang pakialaman niya yung kaso niya kung bakit lumabas yung pangalan niya sa Napoles List na may cash advance siya," he said.

“You better solve your problem. Huwag mo akong pakikialaman kung anong galit ko sa mga criminal,” he added.

“Tandaan mo yan, Etta Rosales. Kung ano gawin ko dito, p***ng-**a moh 'wag mo akong pakialaman! I am a citizen of this republic. I have every right to express myself. If you do not want it, bear it!"

Duterte was asked last week about his reaction to Mayor Bautista’s slapping of a Chinese drug suspect, to which he said what Bautista did was very mild and that the suspect deserved a harsher treatment.

"Kulang pa yon. Dapat sinipa ko. Sa Davao City, ikarga ko siya ng barko, baroto tapos ihulog ko siya doon sa Davao Gulf.

Ang isda dyan ngayon wala nang pagkain eh," Duterte was quoted as saying.

"Baka sabihin naman tinuturuan ko si Mayor Bautista, pero tama yun."

To this Rosales said in an interview at Umagang Kay Ganda of the ABS-CBN, "Alam mo, sana si Mayor Duterte, wag na lang siyang kumibo kasi nakakaimpluwensiya siya ng hindi magandang impluwensiya. Maraming walang alam at kulang sa alam, halimbawa, sa Miranda doctrine."

She said Duterte posed as a "bad influence to those who have no understanding of the rights of criminal suspects."

"Kung sasabihin mo: `Ah kung ako yan, mas masahol pa.' Hindi mo tinuturuan ang pulis. Hindi motinuturuan ang enforcement agents kung ano ang karapat-dapat at yun ang tungkulin ni Mayor Duterte," she said.

"Mas gusto ko yung ginagawa ni Mayor Herbert. Sana si Mayor Duterte maiwasan na niya yan kasi nag ba bad influence siya sa mga taong hindi nakakaintindi. Law enforcers like the policemen," she added.

Rosales praised Bautista, who issued an apology for his maltreatment against the Chinese national.

Duterte in turn said that if Rosales thinks he is a bad influence to law enforcers, Rosales is in fact a bad example because of her inclusion in the Napoles list.

Netizen reactions favored Duterte.

Netizen Vic Yambao said, "Kaya malakas ang loob ng mga criminal dahil sa kunsintidor na CHR."

"Excuse me Maam CHR, nagging malinis ang Davao dahil sa pamumuno ni Mayor Duterte. At kung ikaw puro karapatan ng mga criminal ang alam mo hindi uunlad ang bayan mo. Pumunta ka sa Davao at makikita mo gaano ka disiplinado ang mga Davawenyo dahil ky Mayor," El Amor said.

Dan Fritz Hiangan said, "Ma'am Etta Rosales halos wala akong tulog sa kakaisip bakit ba ikaw ang tagapagtanggol sa mga kriminals, magnanakaw, drug pusher rapist at marami pang iba. Pwede mo ba ma explain ano ba talaga work mo? Or talaga lang sinasayang naming ang aming buwis para pangsahod sa mga taong walang kwentang trabaho?"
