A TOTAL of 50 cases filed against plantilla workers involved in fraud and embezzlement have been recorded by the Davao City Legal Office this year, an official said.
City Legal officer lawyer Enrique Bonocan, during the I-Speak media forum at the Davao City Hall Thursday, April 20, said most of the cases have sprung up after the Executive Order No. 6 has been signed.
"Karamihan dun sa 50, this year na-file. Marami na ‘yung nag-complain sa amin about frequent absences and fraud pero most cases this year are about embezzlement of public funds," he said.
The Executive Order No. 6 signed by Davao City Mayor Sara Duterte-Carpio last February 22 constitutes a committee responsible for the accounts of misconduct among the workers in the Davao City Government.
Bonocan said some of those who are involved include high-ranking officials.
"We are not allowed to disclose any information but there is a City Health Officer caught in embezzlement of funds just recently," he said.
The Investigative Committee, Bonocan said, only caters to complaints filed against the plantilla workers.
"For the job orders, they are under the City Legal Office, pag may nagawa sila na na-prove na, we usually cancel their contracts," he said.
The legal officer said there are three steps to the investigation. He said some cases take one year before a decision is made.
Once na makakita tag probable cause para makasuhan, magpapirma ta ug formal charge ni Mayor. Pag ma-formally charge ang respondent, mag hearing na ta, and then the jurisdiction (Once we see probable cause to file charges, we will have the mayor sign a formal charge before we go to hearing and wait for the decision)," he said.
Should the accused be found guilty, Bonocan said, he/she would face either suspension or dismissal.
Among the other functions of Investigative Committee under Executive Order 6 include the conduct of necessary proceedings, conferences, hearings, submission of reports and statues or progresses of the cases.
