THE Office of the Ombudsman ordered the suspension for one month of a town mayor in Northern Kabuntalan in Maguindanao province due to neglect of duty.
Ombudsman Conchita Carpio-Morales, in a recent decision, suspend Northern Kabuntalan Mayor Datu Umbra Dilangalen after the office found inconsistencies in the Statement of Assets, Liabilities and Net worth (SALN) for the year 2009 to 2010.
Based on the investigation of the Ombudsman, Umbra failed to declare the following in his 2009 SALN: his house in Cotabato City bought in 2000, a house in Kabuntalan, a parcel of land in Cotabato City, two cars acquired in 2004 worth valued at P1 million, liabilities representing loans obtained from the Government Service Insurance System and LandBank and six car loans.
Dilangalen also failed to declare his house in Cotobato City and an agricultural land in Kapimpilan/Kabuntalan in his 2010 SALN.
The Ombudsman said these omissions became palpable when the accused declared the existence of the very same properties and liabilities in his SALN the following year.
Dilangalen's failure to pay attention to the details of his SALN had resulted in the inaccuracy of crucial information therein, making him liable for simple neglect of duty.
In case of separation from the service, the penalty is convertible to a fine equivalent to respondent's salary for one month.
