BJMP: No special rooms in Davao City Jail

THE Bureau of Jail Management and Penology (BJMP) in Davao Region belied rumors that there are special rooms for the use of high-profile inmates inside the Davao City Jail in Ma-a simply because they do not have enough space for all inmates.

Jail Senior Inspector Roberto Gotico, head of the BJMP-Davao Personnel Record and Management Division (PRMC) and Human Resources Division, said the bureau could not afford to have special rooms.

Gotico issued such statement after it was rumored that a high-risk inmate was rumored to have access to a room where he and his cohorts do drugs inside the city jail. This inmate was reportedly one of the city's top drug suppliers arrested in a drug-bust operation last 2016.

"Puno naman gani atong mga kulungan mag-special room pa ta para sa usa ka inmate (The city jail is already packed. We cannot provide a special room for a high-risk inmate). In fact, we need more jail facilities," Gotico told SunStar Davao in an interview at the BJMP-Davao office.

Gotico said there are 51 high-risk inmates held inside the city jail. He added that the city jail has already 3,251 inmates as of July this year. Inmates in drug-related cases reach 2,465 while 786 are those non-drug cases.

"Ingon ana kadaghan atong inmates sa sulod (That's the number of the inmates held inside the city jail). The inmates are even sometimes having a hard time to sleep because of the congestion. We cannot have special rooms," he said.

The high-risk inmate, Gotico said, is currently detained in a jail facility along with 10 inmates and five of whom have tuberculosis. He added that the inmate's lawyer even complained about the situation of his client but they have no choice.

Former Davao City Police Office director Senior Superintendent Michael John Dubria earlier said that this person is among the high-value targets of authorities. He added that the accused ranked as number one top drug personality in the city.

Among the prominent inmates in the jail are John Saavedra, a car shop owner, who was arrested along with Oliver Herfilla Borres in 2016, Andrew Kuo Lim, who belongs to the family that operates a hotel in the city, Denar Valdevieso, whose family owns a bus line, and Henry Cantero Sumpat.
