MILF sees no breakthrough in talks with gov't

THE Moro Islamic Liberation Front (MILF) expressed pessimism that a breakthrough would be achieved in their latest talks with the Philippine Government in Kuala Lumpur, Malaysia.

Jun Mantawil, head of the MILF peace panel secretariat, said the discussion of the agenda went well on Tuesday and the controversial two drafts on the interim arrangement were also deliberated on Wednesday.

However, Mantawil said a breakthrough is "very unlikely."

The latest round of talks aimed at resolving the differences in their drafts on the proposed interim agreement on transitional mechanism on governance.

Also discussed on the two-day talks were the following issues and concerns:

1. Term of Reference (TOR) of the IMT’s Civilian Protection Component (CPC);
2. Internally Displaced Persons (IDP’s);
3. Administrative support by the GRP to the MILF’s Bangsamoro Leadership and Management Institute (BLMI), MILF Coordinating Committee on Cessation of Hostilities (CCCH) and MILF Ad Hoc Joint Action Group (AHJAG); and
4. Implementing guidelines to clear mines and unexploded ordnance in conflict affected areas in Mindanao.

The two-day meeting was held at the Royale Chulan Hotel, Kuala Lumpur, where the two previous meetings of the Government of the Republic of the Philippines and MILF were also held.

The GRP peace delegation is composed of Ambassador Rafael E. Seguis, as chairman; Secretary Nasser C. Pangandaman; Dr. Ronald Adamat; Dr. Grace J. Rebollos; lawyer Mariano Sarmiento; lawyer Ed Malaya; lawyer James Kho; Mr. Ryan M. Sullivan; and lawyer Zoilo Velasco.

The MILF's panel is composed of Mohagher Iqbal, chairman; lawyer Datu Michael Mastura; Mr. Maulana Alonto; lawyer Abdul Dataya; Mr. Antonio Kinok; Mr. Jun Mantawil; Mr. Mike Pasigan; and Mr. Mohajirin Ali.

The International Contact Group is meanwhile composed of Hitoshi Ozawa and Naoki Hikota of Japan; Christopher Wright of UK; Yasin Temizkan of Turkey; David Gorman of Geneva-based Centre for Humanitarian Dialogue (CHD); Dr. Steven Rood and Herizal Hazri of Asia Foundation; and Dr. Sudibyo Markus and Dr. Rudi Sukandar of Muhammadiyah.
