HOUSE Speaker Prospero Nograles declared last week the allocation of P10 million for his scholarship program for his district in Davao City.
But the program is also available to other deserving students from the city's second and third congressional districts.

In a text message, the office of Speaker Nograles said the P10 million is part of the Priority Development Assistance Fund for the college scholarship financial assistance to the University of Southeastern Philippines.
The budget was released on June 22, 2009.
Lawyer Karlo Nograles, the Speaker's chief of staff, said the funds will cover at least 8,000 college scholars as part of Nograles' commitment to education for his constituents.
The young Nograles also announced that they can now open scholarship grants to deserving students even to the two other congressional districts of Davao City as more funds are expected to be released this year.
Though a very laudable action, some sectors said this could be part of Nograles' plan to run for mayor in 2010. (BOT)
